Brown the ground beef in a large Dutch oven over medium-high heat, breaking it into small pieces. Drain excess fat, leaving about 1 tablespoon.
Add the onion and bell pepper. Cook 5 minutes until softened. Add garlic and cook 30 seconds.
Add chili powder, cumin, paprika, and cocoa powder. Stir and cook 1 minute until fragrant.
Tip: The cocoa powder adds depth without making it taste chocolatey. Trust the process.
Add crushed tomatoes, diced tomatoes, kidney beans, and salt. Stir well. Bring to a boil, then reduce to a low simmer.
Simmer uncovered for 1 hour, stirring occasionally, until thick and rich. Taste and adjust seasoning.
Ladle into bowls and top with shredded cheddar and a dollop of sour cream.
