Preheat oven to 375F. Cook pasta until al dente (1 minute less than package directions). Drain.
Melt butter in a large saucepan over medium heat. Whisk in flour and cook 1 minute. Gradually whisk in milk. Cook, stirring, until thickened (4-5 minutes).
Remove from heat. Stir in both cheeses until melted. Add dry mustard, cayenne, and salt.
Tip: Reserve a handful of lobster pieces for topping so they stay visible and pretty.
Fold in the pasta and most of the lobster meat. Pour into a buttered 9x13 baking dish. Scatter remaining lobster on top.
Toss panko with melted butter and sprinkle over the top. Bake for 20-25 minutes until golden and bubbling. Garnish with chives.
