Cook the ground pork in a skillet over medium heat until browned. Add shrimp, garlic, fish sauce, and pepper. Cook 2 minutes. Transfer to a bowl and mix in carrots, cabbage, and glass noodles. Let cool.
Place a spring roll wrapper on your work surface in a diamond shape. Spoon 2 tablespoons of filling onto the lower third. Fold the bottom corner over the filling, tuck in the sides, and roll tightly. Seal the edge with a dab of water.
Tip: Keep unused wrappers covered with a damp towel to prevent drying and cracking.
Heat oil to 350F. Fry spring rolls in batches for 3-4 minutes, turning once, until golden brown and crispy all over.
Drain on paper towels. Serve hot with sweet chili dipping sauce.
