Instructions
Combine vinegar, soy sauce, garlic, bay leaves, peppercorns, and brown sugar in a large bowl. Add chicken and marinate for at least 30 minutes (up to overnight in the fridge).
Heat vegetable oil in a large skillet or Dutch oven over medium-high heat. Remove chicken from the marinade (reserve it) and sear skin-side down for 3-4 minutes until golden.
Pour the reserved marinade into the pan. Bring to a boil, then reduce to low, cover, and simmer for 30 minutes until chicken is very tender.
Tip: Don't lift the lid during the first 20 minutes. The vinegar smell mellows as it cooks. Trust the process.
Uncover and increase heat to medium. Simmer 5 more minutes to thicken the sauce. Serve over rice with plenty of sauce spooned on top.
