Pat shrimp dry with paper towels. Mix honey, soy sauce, garlic, ginger, and rice vinegar in a small bowl.
Heat olive oil and butter in a large skillet over medium-high heat. Add shrimp in a single layer and cook for 2 minutes per side until pink and curled.
Tip: Pat the shrimp very dry for the best sear. Moisture is the enemy of caramelization.
Pour the honey-garlic sauce into the skillet. Toss shrimp to coat and cook for 1-2 minutes until the sauce is thick and glossy.
Garnish with green onions, sesame seeds, and red pepper flakes. Serve immediately over steamed rice.
