Boil potatoes in salted water for 15 minutes until tender. Drain, mash with butter and milk, season with salt and pepper. Set aside.

Preheat oven to 400F. Brown the ground beef in a large oven-safe skillet, breaking into small pieces. Drain excess fat.

Add onion and carrots, cook 5 minutes. Add garlic, cook 30 seconds. Stir in tomato paste and flour, cook 1 minute.

Add beef broth and Worcestershire. Simmer for 10 minutes until thickened. Stir in peas. Season with salt and pepper.

Spread the mashed potatoes over the beef filling. Score the top with a fork for texture. Dot with a little extra butter.

Tip: Roughing up the potato surface creates more crispy edges during baking.
