Combine rice, milk, sugar, and salt in a medium saucepan. Bring to a gentle simmer over medium heat, stirring frequently.
Reduce heat to low and cook for 30-35 minutes, stirring often, until the rice is tender and the mixture is thick and creamy.
Tip: Stir frequently to prevent the bottom from scorching. Arborio rice releases starch as it cooks, creating the creamiest texture.
Remove from heat. Stir in vanilla, cinnamon, and raisins if using. The pudding will thicken more as it cools.
Serve warm or cold, with an extra sprinkle of cinnamon on top.
